'They think it's all over' is a famous quote from a BBC TV commentator in the closing moments of England's 1966 World Cup final football win over Germany. It has been slightly adapted for the Sunday Mirror headline of 'They Mint It's All Over' on a story that a commemorative coin is to be issue by the Royal Mint to honour the 50th anniversary of England's win.  (I'm not sure we should be reminding people that we haven't won since.)
